The Fantum Phungus is a specter who haunts the candy shop of the demo. El Calabaza Blanca cares not for him, but he can't do anything to the non-living. Fantum Phungus actually doesn't mind most people, he's relatively chill for a "restless spirit." The shackles on his wrists are symbolism for his love of irony while he was alive, as, if you couldn't tell, he lacks any semblance of wrists. He also kept the shackles around because he has come to think they're pretty badass, and I'm inclined to agree.
Fun Fact: His soul cannot rest until he “makes it big” like he wished to while he was alive. Which is why he is constantly selling stuff, which is also to say he's damned to hell on earth for all eternity.
